About ‘General Health Insurance’ (GSS)
Up-to-date information concerning ‘GSS’ for international students.
International Students studying in Turkey according to the law numbered 6111 shall be optionally insured by the Social Security Institution (SSI) (Official Gazette February 25, 2011). This insurance is named as the General Health Insurance (GSS). Therefore, international student studying at the Çukurova University are not required to take out private health insurance.

How shall an International Student Take Out Health Insurance?

1. Please obtain a residence permit for studying from the Adana Police Department.

2. Please enter your residence permit number and date of birth to the web site Once your Foreign Identification Number is displayed on the screen, please take two printouts, one to be submitted to the Çukurova University Students Head Office and the other to the Çukurova University International Students Coordination Center.

3. Please have your general health insurance entered at the International Students Coordination Center.

4. Please pay your monthly insurance payments to Ziraat Bank, Halkbank or Vakıfbank, using your foreign identification number starting with 99xxx.

The monthly insurance premium to be paid by International Students:
39.14 Turkish Liras between 01/02/2013-30/06/2013
40.86 Turkish Liras between 01/07/2013-31/12/2013

In case international students are not receiving any scholarship from a public institution and come from countries with a social security agreement with Turkey and do not benefit from health aid from parents, then the university shall make entry accordingly. Debts of students for whom general health insurance (GSS) entry has been made, shall automatically appear on the screen of the bank. Health premium shall accrue over one third of the 30 day amount of the lower limit income base of premium, determined according to article 82 of the Law numbered 5510.

2. Foreign students studying in higher education shall pay their GSS premiums within one months following the start of the education semester. In case of failure to fully pay these premiums within one month, all unpaid premiums shall be collected with a late fee until the date of collection.

3. Premiums may be deposited to branches of Ziraat Bank, Halkbank or Vakıfbank. Persons concerned may learn and pay their debt by applying to the bank together with their foreign identification number (Republic of Turkey identification number) and by stating that they shall pay their GSS premium.

4. Families and siblings of students may not benefit from the general health insurance.

Persons exempted from payment of health insurance premium

Persons having Turkish Citizenship Under Dual Citizenship and
Persons Out of Turkish Citizenship With Permission

     Persons under the scope of article 28 of the Turkish Citizenship Law numbered 5901, students with dual citizenship, persons out of Turkish citizenship with permission and students studying higher education at the Çukurova University according to the Higher Education Law numbered 2547, shall be under the scope of General Health Insurance within the framework of the conditions specified in article 60 of the law numbered 5510, as their Turkish citizenship rights continue.

Students In Studying Turkey with Scholarship      Treatment costs of international students studying higher education with scholarship under quotas allocated by the Higher Education Board, shall be covered by the Çukurova University, provided that their health certificate is certified by the Head Department of Health, Culture and Sports, at each semester.

Students From Countries With Social Security Agreement With Turkey
     Students from countries with social security agreement with Turkey and having social security in these countries, shall benefit from health aid under the scope of agreement. However students in this status should apply to the Social Security Institution following the methods specified below and activate their general health insurance (GSS). Otherwise our students shall be charged according to article 4 of the Cabinet Decree numbered 2010/343 and they shall be able to benefit from health services following payment of the relevant amounts.

     In order for international students to benefit from health aid during their stay in Turkey, they have to submit a copy of their "health benefit right certificate (formulary)", obtained from their insurance institution in the country with agreement, to the provincial directorate or the social security center of the Social Security Institution (SSI) of their residence and one copy to the Çukurova University.

     "Health benefit right certificate (formulary)" codes have been provided below, allowing for benefit from health aids for international students from countries applying health insurance and having social security agreement with Turkey.
